His Excellency SIR RICHARD GRAVES MACDONNELL, C.B., having left the Colony, His Excellen Major-General HENRY WASE WHITFEILD, Commanding Her Majesty's Troops in China and Japan, this day taken the Oaths of Office in Legislative Council as Lieutenant-Governor, and assumed charle of this Government, by virtue of the following Commission from Her Most Gracious Majes The QUEEN.

VICTORIA, by the Grace of God, of the United Kingdom of Great Britain and Ireland, Quel r Defender of the Faith,-To Our Trusty and Well-beloved HENRY WASE WHITFEILD, Major-General Our Army, Greeting. We, reposing Especial Trust and Confidence in your Prudence," Courage at Loyalty, Do by these Presents constitute and appoint you to be Our Lieutenant-Governor of Or Colony of Hongkong and its Dependencies during Our Royal Pleasure, and We do authorize nil empower you, in the event of the death or absence out of Our said Colony of such Person as a from time to time, be appointed by Us to be Governor thereof, to have and exercise all and singul the Powers and Authorities granted to Our said Governor in Our Letters Patent under the Gre Seal of Our United Kingdom of Great Britain and Ireland, bearing date at Westminster, the Fil Day of April, One thousand Eight hundred and Forty-three, in the Sixth Year of Our Reign, erectil the Island of Hongkong and its Dependencies into a separate Colony and providing for this Government thereof, which said Powers and Authorities We do hereby require you to exercise du perform according to such Instructions as Our Governor aforesaid hath already received from Use shall at any time hereafter be granted or appointed him or you under Our Sign Manual and Signet or by Our Order in Our Privy Council, or by Us through One of Our Principal Secretaries of Sp and according to such reasonable Laws, Statutes or Ordinances as are now or shall hereafter bone force in the said Colony. And We do hereby Command all and singular Our Officers, Ministers, al Loving Subjects in Our said Colony and its Dependencies and all others whom it may concern take due notice hereof and to give their ready obedience accordingly.

Given at Our Court at Windsor, this Twenty-fifth Day of June, 1869, in the Thirty-third Ye of Our Reign.
